Major NDIS changes involve tightening eligibility rules, introducing new support needs assessments, and restructuring participant budgets to ensure long-term financial sustainability. These reforms are outlined in the Securing the NDIS for Future Generations Bill.

This timeline outlines the key dates for implementing the Government’s plan to secure the future of the NDIS. This includes when legislation will be introduced, when consultation will occur and when changes for participants and providers will begin.*

2026 Milestones

1 October 2026

Thriving Kids begins a phased rollout for children aged eight and under with development delay or autism and low to moderate support needs, with their families able to access supports outside the NDIS.

Participant support budgets for social, civic, community participation, and capacity-building daily activities are progressively reset as plans are renewed or reassessed. The detail of how this will work has not been published yet.

2027 Milestones

1 February 2027

Renewed plans replace automatic rollovers: Changes to plan rollovers begin for all participants, and clearer criteria for “reasonable and necessary” supports take effect during planning. Unspent funds no longer carry over in extended plans.

Tighter assessment of reasonable and necessary support for new entrants begins, with new criteria the NDIA must consider in determining what supports are funded. This will be progressively applied to current participants as they go through usual reassessments.

1 April 2027

 Participates start moving to new framework planning, introducing support needs assessments.

1 July 2027

Mandatory registration expands to higher-risk support providers like personal care, daily living supports and supports provided in closed settings. All In-scope providers to be registered by December 2030, and In-scope providers must enrol with the NDIA to receive direct payments.

Rollout of new enrolment system with a minimum basic level of identifiable information on most NDIS providers begins, with all providers in scope to be enrolled by December 2027.

1 October 2027

Plan management moves to an approved panel of providers, with a six-month transition.

1 January 2028

New applications to be assessed under a new functional capacity assessment. Existing plans are reassessed over the following two years.
