On April 22, 2026 The Health Minister Mark Butler announced a series of reforms to the National Disability Insurance Scheme (NDIS). These reforms are intended to ensure that the Insurance Scheme has long term sustainability, ultimately aimed at reducing overspends and reducing the number of participants over time within the scheme.
What this means for you payments NOW
We want to take the time to reassure you that right now, nothing has changed. Specialised Plan Services – Plan Management will continue to process and pay your approved claims as per our current operating processes and time frames.

What these reforms are expected to mean in the FUTURE
- Future eligibility for access to the scheme will be more closely assessed. There will be an increased focus on functional capacity rather than just a diagnosis requirement.
- The NDIA will strengthen their focus on what is considered “Reasonable and Necessary” in relation to individual participant plans. This may result in a closer review of funding categories and more structured and considered planning decisions
- Budgets and funding allocations in areas such as community participation will be more tightly managed
- The Government has also indicated that there are measures to strengthen the regulations around providers who operate within the scheme. This includes intentions to move towards mandatory NDIS registration for providers who deliver certain supports.
At this STAGE
- There are NO immediate changes
- There are no defined timelines confirmed
- Exact details as to what the changes are haven’t been finalised
- A lot more work needs to be undertaken by the government before anything can take effect

We emphasise the importance that all invoices received are NDIA compliant and align with the NDIS operating and pricing guidelines. It is the responsibility of the participant/nominee and providers to ensure you are claiming correctly.
